【タイ特別観光ビザ（STV）】

STV（Special Tourist Visa）計画は、主にタイで長期的に旅行することを目的とした外国人観光客を対象としています。 STVは2020年10月1日から2021年9月30日まで申請することができます。ただし、タイへの入国を許可されるSTVによる観光客の数は制限されます。タイ当局は、週に約100〜300人、または毎月1,200人がこのビザを利用するだろうと予想しています。 STVを付与された外国人観光客は、90日間の滞在が可能で、この期間は2回、それぞれさらに90日間ずつ延長することができます。タイでの最大滞在期間は270日となります。

 

STVの対象者となる為に、外国人訪問者は次の要件を満たしている必要があります。

    • 長期滞在を希望する外国人であること
    • タイのCOVID-19に対する公衆衛生政策および規制に準拠する事
    • 自費による代替政府地方検疫施設（ALSQ: Alternative Local State Quarantine）もしくは代替政府検疫施設（ASQ:Alternative State Quarantine）での、15日間の自己検疫（隔離）の受入れ
    • ALSQまたはASQの支払証明の提出
    • 次のずれかの、15日間の検疫（隔離）後の宿泊施設の証明

　・宿泊施設の支払い証明

・該当外国人または親族が所有するマンションの権利証書コピー

・コンドミニアムや家の賃貸証明

・コンドミニアムや家の購入または賃貸のための頭金の証明

  • チャーター便またはプライベートフライトでの渡航（タイ外務省またはCOVID-19状況管理センターからの許可が必要）
  • 最低100,000USDを補償するCovid-19対応医療・旅行保険と、最低400,000THB補償のその他医療・事故保険の加入が必要。保険は少なくとも90日間をカバーするものでなければならない

希望者は、Thai Long stay Management社（stvvisa@thailongstay.co.th）に情報と必要書類を電子メールで送信して、STVに申請する意思を示す必要があります。タイ国政府観光庁（TAT）によって承認された代理店である同社は、観光客の書類と申請書をTAT、タイ入国管理局、外務省などの関連するタイ当局に転送して申請者の調査を行います。これには、犯罪歴のチェックが含まれます。書類が関連するすべてのタイ当局によって正式に承認された後、申請者の氏名と入国許可証が、出身国のタイ大使館/領事館に転送されます。承認された申請者は、出発前にFit to Flyプロセスを実行する必要があります。 ASQ / ALSQ検疫が完了すると、STVビザ保有者は旅行および選択した宿泊施設に滞在することが許可されます。

プロセスを管理する代理店に支払われるSTVの申請料は、申請者1人あたり7％のVATを除いて10,000バーツになります。料金にはサービス料のみが含まれ、STVビザ料金、航空券、ASQ / ALSQ検疫宿泊施設、宿泊施設、保険の費用は含まれません。

Thailand Special Tourist Visa or STV

The STV (Special Tourist Visa) scheme is primarily aimed toward foreign visitors with the intention to travel in Thailand on a long-term basis. The STV will be able to apply from 1 October 2020 until 30 September 2021. But the number of STV visitors allowed to enter Thailand will be limited. Thai authorities expect about 100-300 people per week or 1,200 people to use such visa every month. Foreign visitors granted with STV will be eligible for 90 days stay, which can be extended twice, each for a further 90 days. The maximum period of stay in Thailand will be 270 days.

To be eligible for STV, foreign visitors must meet the following requirements:

  1. Must be a foreign national with a long-stay intention
  2. Must comply with Thailand’s COVID-19 public health policies and regulations
  3. Must accept a mandatory 15-day quarantine in an Alternative Local State Quarantine (ALSQ) or Alternative State Quarantine (ASQ) at their own personal expense  
  4. Must provide proof of payment for ALSQ or ASQ
  5. Proof of foreigner’s accommodation after the 15- day quarantine, which could be one of the followings:
  6. Proof of payment for an accommodation after the 15-day quarantine has ended;
  7. A copy of a title-deed for a condominium owned by the foreign visitor or relatives;
  8. Proof of condominium or house rental;
  9. Proof of down payment for buying or leasing a condominium or house
  10. Travel by charter flight or private flight (must receive permission from Thailand Ministry of Foreign Affairs or the Centre for COVID-19 Situation Administration )
  11. Having medical and travel Insurance options with a minimum 100,000 USD coverage for Covid-19 medical treatment and a minimum coverage of 400,000 THB for other medical and accident expenses. The insurance must cover for at least 90 days.

Interested applicants are required to declare their intent to apply for the STV by emailing information and mandatory documents to Thai Longstay Management Company Limited (stvvisa@thailongstay.co.th). The company, which is representative company agency approved by the Tourism Authority of Thailand (TAT), will forward tourists’ documents and applications to the related Thai Authorities such as TAT, Thai Immigration Bureau,  and Ministry of Foreign Affairs for applicant inspection. This includes a criminal background check. After their documents are officially approved by all related Thai Authorities, the applicant’s names and Certificate of Entry will be forwarded to the Thai Embassy/Consulate in their country of origin. The approved applicants will then be required to conduct the Fit to Fly process before the departure. Upon completion of the ASQ/ALSQ quarantine, the STV visa holder will be allowed to travel and stay at their chosen accommodation.

The STV application fee paid to the agency managing the process will be 10,000 THB exclusive of 7% VAT per applicant. The fee will cover only the service fee but not the STV visa fee, air ticket, ASQ/ALSQ quarantine accommodation, accommodation nor insurance.
